WP2 – Project Management

D2.1.1 - Project Management Guidelines

A.2.1 includes the establishment of the appropriate management and governance structure: organizational structure and decision-making procedures, which is described in detail in the Partnership Agreement. It is designed to provide robust project management and an effective coordination that enables the project to achieve its goals. Main bodies are: Project Coordinator (PC), Steering Committee (SC), Work Package Leader (WPL), Dissemination & Innovation Team.  SC is the body aiming to ensure that strategic objectives are met and that the project is aligned with its overall goals. Through this body, all partners participate in the project management and monitoring. It includes Project, Financial, and Communication Manager, and a representative from the Urban Council. The SC takes high-level decisions on critical issues and provides guidance on key aspects, addresses issues and obstacles that may arise during the project. Collaboration platforms like SharePoint or collaborative Google Workspace tools are foreseen to be used to facilitate document sharing, version control, and real-time collaboration among project partners. Regular Progress Meetings: The Consortium holds regular progress meetings, either physically or virtually, to discuss project status, challenges, and solutions. These meetings should involve all partners and ensure effective communication. Risk Management: The Consortium implements a risk management plan to identify, assess, and mitigate risks specific to the project. Regularly review and update this plan to address emerging challenges.  Quality Assurance: The Consortium establishes quality assurance processes to ensure that project deliverables meet the required standards and expectations. Lorca City Council leads discussion on eventual amendments and revisions in case those are necessary after applying the contingency plan.  A.2.1.

The aim of this Management Handbook is to offer a quick overview of the most relevant information, conditions and procedures of the NatUR-W to the delivery partners. It also describes management aspects for an efficient execution of the project. This document could be updated regularly during the whole project implementation period. 

In case of discrepancy, this Management Handbook will be void by the Subsidy Contract, including its Annexes, and the Partnership Agreement.

This document D.2.2.3 Internal Communication Plan details the strategies for internal communication of the NatUR-W Project. This plan defines objectives such as efficient coordination, knowledge exchange, and fostering transparency. It establishes roles for the Main Urban Authority (Lorca City Council), delivery partners, and EUI experts, emphasizing collaboration and adherence to deadlines. Processes include regular meetings, the use of digital tools like Zoom and Google Drive, and protocols for information flow and decision-making. Conflict resolution is guided by a structured crisis management plan. The plan also highlights monitoring deliverables, ensuring documentation accessibility, and fostering replicability of the model. This framework supports alignment among partners, enhancing project outcomes and enabling broader adoption of urban regeneration solutions.

This document includes the details, development and conclusions of the NatUR-W Kick-off Meeting (KoM), held on 8 April 2024 and conducted online via Zoom Meeting. It summarises the main outcomes and agreements reached during the KoM.

The document is structured as follows: Initially, it provides an overview of the KoM, its participants, agenda and its core objective (Section 1), followed by a brief description of this deliverable’s focus (Section 1.2). Subsequently, it outlines the communication and capitalization strategy objectives (WP4) (Section 2.1), along with the target groups (Section 2.2), planned activities (Section 2.3), and deliverables (Section 2.4) of WP4. The project timeline is also delineated in Section 2.5, followed by the interlinkages with other WPs (Section 2.6) and the roles and responsibilities of all partners involved in WP4 (Section 2.7).

Finally, the discussion section includes the next steps (up to July 2024) regarding the actions and deliverables of WP4 (Section 3.1), considerations regarding the upcoming public event in Lorca (Section 3.2) and highlights the discussion points and key remarks arising from the kick-off meeting, setting the stage for the efforts of the following months (Section 3.3).

This guide outlines the roles, financial responsibilities, and reporting obligations of project partners in NatUR-W, ensuring compliance and smooth implementation. It defines key aspects such as project structure, duration, and budget, along with the specific obligations of the Main Urban Authority (MUA) and Project Partners in managing activities and finances. The document also establishes reporting procedures, covering both official and internal reporting, the reporting calendar, and documentation management.

Financial guidelines detail eligible and ineligible costs, cost categories, and contract adjudication rules, while specific financial rules for transfer partners are also provided. The guide explains audit and control mechanisms, including First Level Control (FLC), Second Level Control (SLC), and EU-level audits. It also addresses modifications to the subsidy contract, the budget breakdown by partner and cost category, and the funds reimbursement process, clarifying ERDF payments and financial claim requirements.

The NatUR-W project integrates a Risk and Contingency Plan for the estimation of all the risks associated to the actions developed in each of the project’s phases. Risk is defined as an incident that has a possibility of happening and may have a negative impact on a project. This document provides a management framework to ensure that the risks encountered throughout the project are managed correctly and efficiently. The Plan includes the risks encountered by the partners in the implementation and execution phase, identifying the mitigation measures for their reduction. To this end, it specifically includes the procedure for the elaboration of the plan, the risk mitigation techniques that are developed and implemented, the roles and responsibilities, the monitoring of the plan, and the communication of the risk and its changes. The management, the implementation of the work plan, and the investments made entail the possibility of presenting obstacles and problems that pose a risk to the adequate achievement of the project. The methodology used to reduce and stop risks is a collaborative approach, with a continuous exchange of information between stakeholders, ensuring the effectiveness of the policy consortium.

WP3 – Monitoring and Evaluation

D3.2.1 – Monitoring, Evaluation and Impact Assessment Framework

Deliverable 3.2.1 outlines the development of a comprehensive Monitoring, Evaluation, and Impact Assessment Framework for Nature-based Solutions (NbS) implemented in this NatUR-W project. This framework aligns with the IUCN Global Standard and the EC Handbook, and it incorporates the Theory of Change methodology to enhance decision-making, communication, and learning processes. The deliverable also details the list of output and result indicators, data collection methods, and tools required to monitor the impact of NbS interventions. The framework ensures that the data collected will be consistent, reliable, and accessible, contributing to the project’s broader goals of sustainable urban regeneration, effective stakeholder engagement, and the replicability of successful NbS strategies across Europe.

This deliverable, 3.3.1, outlines the baseline data collection, providing a comprehensive understanding of Lorca’s environmental and social conditions before the implementation of NbS interventions to improve energy efficiency, increase green spaces, and regenerate urban areas.
Data collection protocols were established to monitor key indicators related to air quality, climate change, public health, and social cohesion. Initial findings reveal critical areas in need of intervention, including high indoor and outdoor temperatures, low carbon sequestration, and high energy poverty rates. These baseline indicators set the foundation for measuring the impact of the project’s NbS interventions. The data collected will support the co-design and validation of the NatUR-W Plan, ensuring the effectiveness and replicability of the solutions. It will also inform stakeholder engagement, support decision-making, and contribute to the broader replication of successful NbS practices. Continuous monitoring will be essential to assess the project’s long-term impact and guide future urban planning efforts.

WP4 - Communication and Capitalisation

In order to communicate with the external environment and promote the project results and achievements, communication plays an important role during the NatUR-W project lifetime and beyond (legacy).

The NatUR-W Project Communication Plan is dedicated to external and internal communication, in order to reach the project objectives effectively and efficiently.

This plan is focused on informing / publicity activities and dissemination of the achievements and results to the project stakeholders and a wider relevant audience at local, regional, national, programme and EU levels, through local dissemination events with citizens and businesses, press and media, participation at EU events, as well as the Launch and Final Event of the project.

Dissemination of the results and achievements should be supported by produced information and communication materials, such as leaflets, brochures, posters, newsletters, press releases, photo & video recordings, as well as video clips on the project thematic priorities and the whole project.

A preliminary plan is developed in M3 (05.2024) and it is updated if needed at M16 (06.2025), M28 (06.2026) and M41 (07.2027). It works closely with A4.2.

The present document describes the process for identification and development of project visual image, namely the project logo, templates, promotional materials as well as NatUR-W website. Within the frame of WP4 and its sub-task 4.1, the definition of a project visual image and the definition of website structure are needed in order to support all dissemination activities of the project. In this deliverable, the actions necessary for the creation of a project visual image and website are described as well as the proposals for both.

The D4.2.1 Promotional Material has been carefully aligned with the project’s Communication Plan (D4.1.2) and Visual Identity Guidelines (D4.1.3) to ensure consistency and coherence in branding.

The deliverable represents an important step in raising awareness of NatUR-W and fostering engagement with key stakeholders at both local and international levels. This version is delivered by M10 (December 2024) and will be further reviewed, fine-tuned, and adjusted according to the project’s needs by M35 (January 2024) through its final version.

WP5 - Case Study framework and co-creation

D5.1 – Diagnosis of the site

This document gathers the information resulting from the analysis process of the intervention area. This deliverable provides a comprehensive diagnosis of the Historic District of Lorca, focusing on its geographic, climatic, and urban conditions, and outlines targeted interventions to improve sustainability, resilience, and quality of life.The analysis is divided into two levels, at local and at implementation level, thus helping to identify other possible replication areas for the future.
